ElevenLabs Conversational AI pricing starts at $0 on the Free plan, which includes 15 call minutes a month. The Starter plan costs $6/mo after a $1 first month and includes 75 minutes, and extra minutes cost $0.08 each. The $1 Starter first-month offer was shown until Nov 8 when checked on 5 Nov 2026.

Best for: Teams and creators who want a voice agent with a set monthly minute allowance and predictable $0.08 per minute overage.

Not for: Anyone who only needs text to speech — agent minutes are a separate bill from text to speech credits.

Starting price: Free $0 (checked 5 Nov 2026) — see the full plan comparison.

What Conversational AI pricing covers

ElevenLabs Conversational AI — called ElevenAgents on the pricing page — is the product for building voice agents that talk with callers in real time. The price covers call minutes with the agent, not text to speech credits. Each plan includes a monthly allowance of call minutes, a limit on how many calls can run at the same time, and a per-minute price for minutes past the allowance. The language model and the phone line are billed at cost on top, so a call has three parts: the agent minutes, the model, and the telephony.

That split matters, because the plan you already have for text to speech does not cover agent calls. A Creator plan gives you both 121,000 text to speech credits per month and 275 agent minutes per month, but the two pools are separate — a long agent call never eats your text to speech credits, and a long narration never eats your agent minutes. Our credits guide explains how the text to speech side is counted and when it resets.

The agent plans and their minutes

Every plan on the agents pricing page includes a monthly minute allowance. The numbers below are from the official ElevenLabs pricing page for agents, checked 5 Nov 2026.

PlanPriceCall minutes includedConcurrent calls
Free$015 min4
Starter$6/mo75 min6
Creator$22/mo275 min10
Pro$99/mo1,238 min20
Scale$299/mo3,738 min30
Business$990/mo12,375 min40

Starter costs $6/mo (checked 5 Nov 2026) after a $1 first month, and Creator costs $22/mo (checked 5 Nov 2026) after an $11 first month. Both first-month offers were shown until Nov 8 when checked on 5 Nov 2026. Pro costs $99/mo (checked 5 Nov 2026) and includes 1,238 minutes, which is about 20 hours of calls. Scale costs $299/mo (checked 5 Nov 2026) and adds 3 workspace seats, and Business costs $990/mo (checked 5 Nov 2026) with 10 seats and 10 Pro Voice Clones.

What a minute costs after the allowance

When your calls run past the included minutes, the pricing page charges an additional call at $0.080 per minute on every plan. A text message in a call costs $0.003 per message. Burst pricing, for calls above your concurrent limit, costs $0.160 per minute. The language model is billed at cost — the page gives Gemini 2.5 Flash at $0.0029 per minute as an example — and telephony is billed at cost as well.

Those small numbers add up fast, so do the math before you scale. On Starter, 500 minutes in a month means 75 included minutes plus 425 extra minutes at $0.08, which is $34.00 of overage on top of the $6.00 plan price — $40.00 for the month, before the model and phone costs. On Creator, the same 500 minutes fit inside the 275 included minutes plus 225 extra minutes at $0.08, which is $18.00 of overage on top of $22.00 — the same calls cost less on Creator because the allowance is bigger.

How to estimate your monthly agent bill

Work out your bill in three steps. First, count your minutes: multiply the number of calls by the average call length. A support agent that takes 100 calls a month at 3 minutes each uses 300 minutes. Second, pick the plan whose allowance covers most of that total — Creator covers 275 minutes, so a 300-minute month on Creator costs $22.00 plus 25 extra minutes at $0.08, which is $2.00, for $24.00 in agent minutes. Third, add the model cost: the pricing page calculator shows Gemini 2.5 Flash at about $0.78 a month for 270 minutes, so the model is a small part of the bill for most agents.

Check the result against the next plan up. If your month is 500 minutes, Creator costs $22.00 plus $18.00 of overage, which is $40.00 — the same as Starter with $34.00 of overage. At that point the plans tie on minutes, and the choice turns on concurrent calls and seats instead: Creator allows 10 calls at once, while Starter allows 6. The pricing page calculator does this math for you — enter your minutes, and it shows the plan and the extra cost.

Agent minutes vs text to speech credits

Agent minutes and text to speech credits are two different currencies. Text to speech costs about 1 credit per character, so a 10,000-character narration costs about 10,000 credits. Agent minutes cost $0.080 per minute past the allowance, so a 10-minute call past the allowance costs $0.80. You cannot pay for an agent call with text to speech credits, and you cannot pay for narration with agent minutes.

One plan covers both sides. A Creator plan holds 121,000 text to speech credits per month and 275 agent minutes per month, for $22/mo (checked 5 Nov 2026). A Pro plan holds 600,000 credits and 1,238 agent minutes, for $99/mo (checked 5 Nov 2026). Each agent also has its own voice setting, and our guide to changing the default voice shows how to pick a voice for an agent, a project or a dubbing job.

Pros and cons

Pros

• The Free plan includes 15 call minutes a month, so you can test an agent for $0.

• The per-minute overage is a flat $0.08 on every plan, so the math stays simple.

• Agent minutes and text to speech credits are separate, so one never eats the other.

• The pricing page calculator works out the plan and the extra cost from your minutes.

• One plan covers both sides, so Creator gives you narration credits and agent minutes together.

Cons

• The model and the phone line are billed at cost on top, so the plan price is not the whole bill.

• Burst pricing at $0.16 per minute doubles the overage rate when you exceed the concurrent limit.

• The Free plan allows only 4 calls at once, so a busy hour can hit the limit fast.

• A month of heavy calls can cost more than the plan itself — 500 minutes on Starter is $40.00 in total.

• Agent minutes do not roll over into text to speech credits, so unused minutes are wasted.

Who should NOT use it

Skip Conversational AI if you only need narration, because agent minutes are a separate bill and a text to speech plan is cheaper for that job. Skip it if your call volume is unpredictable and you cannot watch the overage — a busy month on Starter can double the bill. Skip it if you need more than 4 calls at once and will not pay for a plan, because the Free plan caps concurrent calls at 4. If you only want a phone voice for a demo, use the 15 free minutes and stop there.

Frequently asked questions

How much does ElevenLabs Conversational AI cost per minute?

Minutes past your plan allowance cost $0.080 each on every plan, and burst pricing costs $0.160 per minute. The language model is billed at cost — the pricing page gives Gemini 2.5 Flash at $0.0029 per minute as an example — and telephony is billed at cost as well.

Is there a free plan for Conversational AI?

Yes. The Free plan costs $0 (checked 5 Nov 2026) and includes 15 call minutes a month, with 4 concurrent calls. It is enough to build and test an agent, but a live agent with real callers will need a paid plan for more minutes and more concurrent calls.

How many minutes do I get on Starter?

Starter includes 75 call minutes a month, with 6 concurrent calls. It costs $6/mo (checked 5 Nov 2026) after a $1 first month, and the $1 first-month offer was shown until Nov 8 when checked on 5 Nov 2026. Minutes past 75 cost $0.08 each.

What is burst pricing?

Burst pricing is $0.160 per minute for calls above your plan’s concurrent call limit. If your plan allows 6 calls at once and a seventh call starts, that call is billed at the burst rate. The Free plan allows 4 concurrent calls, Starter 6, Creator 10, Pro 20, Scale 30 and Business 40.

Do agent minutes share with text to speech credits?

No. Agent minutes and text to speech credits are separate pools. A Creator plan holds 121,000 text to speech credits and 275 agent minutes per month, but a long agent call never uses your narration credits, and a long narration never uses your agent minutes.

Can I use my own language model with an agent?

The pricing page lists language model usage at cost, with Gemini 2.5 Flash at $0.0029 per minute as an example, and it shows the model cost separately in the calculator. Not stated on the official page as of 5 Nov 2026: whether every plan can pick any model, so check the agent settings for your plan before you build.
