ElevenLabs commercial use is limited to paid plans: the terms of service say free users “may only use the Services for non-commercial purposes,” while paid subscribers may use them commercially. The commercial license starts with Starter at $6 a month ($1 first month, shown until Nov 8 when checked 1 Nov 2026).

Best for: Freelancers, creators, and businesses that need client and monetized audio with a written license behind it.

Not for: Free-plan users — the terms bar commercial use on free accounts entirely.

Starting price: $6/month for Starter, which adds the commercial license ($1 first month, shown until Nov 8 when checked 1 Nov 2026).

Which ElevenLabs plans allow commercial use?

The commercial license first appears as a headline feature on the Starter plan card — it is the feature that separates paying users from free users in the contract. Every plan above Starter inherits it. The Startup Grants program carries its own program terms rather than the standard consumer plan terms.

The exact terms: what the contract says

Section (c)(i) of the ElevenLabs Terms of Service (non-EEA version, last updated 9 October 2026) draws the line in one sentence: free users “may only use the Services for non-commercial purposes,” while paid subscribers “may use the Services for commercial purposes.” The same section adds two qualifiers: commercial use must still comply with the Prohibited Use Policy, and non-commercial users must register with a personal email address rather than a business one.

The terms define the split by account type, not by product. A paid subscription covers commercial use across text to speech, speech to text, sound effects, and the other products in the plan — there is no separate commercial add-on to buy. The full text sits at elevenlabs.io/terms-of-use; the EEA version is published separately for European users, so check the version that applies to your region.

What counts as commercial use in practice?

Anything that earns money or serves a business. Client voiceovers delivered for a fee, advertisements, monetized YouTube videos and podcasts, paid courses, audiobooks sold online, and product demos all sit on the commercial side. The Starter card also lists “Music commercial use” separately, meaning generated music needs the paid tier before it can appear in ads or branded content.

What stays non-commercial: personal projects with no revenue, school assignments, and free hobby content. The line is revenue and business purpose, not audience size — a monetized channel with 50 subscribers is commercial; a personal demo reel nobody pays for is not. When in doubt, the contract’s wording is the test: if the use serves a commercial purpose, it needs a paid plan.

Does the commercial license differ between paid plans?

No — the license itself is the same on every paid plan. The pricing page’s compare table lists “Commercial use” as a single row across all six tiers, and it is either included or it is not: Free excludes it, Starter through Business include it. What changes between paid plans is everything around the license: the credit allowance (30,000 on Starter, 121,000 on Creator, 600,000 on Pro, 1.8M on Scale, 6M on Business), the audio quality (192 kbps from Pro up), and the seat count (3 on Scale, 10 on Business).

The practical consequence: buy the cheapest plan whose allowance covers your volume, because the license does not get “more commercial” at higher tiers. A freelancer producing two client voiceovers a month gets the same commercial rights on the $6 Starter plan as an agency gets on the $990 Business plan — the agency is paying for 6,000,000 credits and 10 seats, not a stronger license. Enterprise is the only tier where the terms themselves can change, with custom pricing and negotiated terms.

Is attribution required for commercial audio?

No attribution requirement is published on the ElevenLabs pricing page or in the commercial-use section of the terms. The paid plans grant a commercial license without any credit-line or “made with ElevenLabs” obligation attached to the audio itself. You can ship client work and monetized content without naming the tool.

That said, the license is not a blank check. The terms still bind commercial users to the Prohibited Use Policy, and they place responsibility for rights and consents relating to inputs on the user (section (c)(iv)) — the license covers your right to use the output, not a right to impersonate anyone or to use voices you have no rights to.

What happens if free-plan audio is used commercially?

Using free-plan audio in a paid project breaches section (c)(i) of the terms — it is a contract violation, not a billing technicality. The practical risks are account-level: the terms include suspension and termination provisions for breaches, and any client work built on improperly licensed audio can create liability downstream if a client or platform asks for the license.

The fix is cheap. The Starter first month was $1 on 1 Nov 2026 (shown until Nov 8) — less than any dispute it prevents — and it adds the commercial license, 30,000 credits, and instant voice cloning in one step. Track the current offers on our ElevenLabs discount page.

ElevenLabs commercial use: pros and cons

Pros

  • The commercial license starts at just $6/month — one of the cheapest entry points among voice AI tools.
  • It covers all products in the plan (text to speech, speech to text, sound effects, music on Starter) with no separate add-on.
  • No attribution or credit-line obligation is published — ship client work without naming the tool.
  • The $1 first-month offer lets you license a project nearly free (shown until Nov 8 when checked 1 Nov 2026).

Cons

  • Free users get zero commercial rights — the harshest free-tier split in the lineup.
  • Commercial use still bows to the Prohibited Use Policy, which limits certain content types.
  • The license is tied to an active subscription; cancel and the account returns to free with paid credits expiring.
  • No custom licensing terms below Enterprise — the standard terms are take-it-or-leave-it.
  • Voice inputs remain your responsibility: the terms require you to hold the rights and consents for voices you use.

Who should NOT rely on the standard commercial license

Businesses that need negotiated terms — custom indemnification, data-processing agreements, or volume commitments — should talk to Enterprise (custom pricing) rather than assume the standard terms cover them. Anyone whose content brushes against the Prohibited Use Policy should read that policy before paying. And teams that need guaranteed capacity or seats should look at Scale ($299, 3 seats) or Business ($990, 10 seats) rather than stretching a single Starter license across an organization. Our ElevenLabs review covers how the tiers compare for teams.

Frequently asked questions

Can I use ElevenLabs for commercial use on the free plan?

No. The terms of service state that free users may only use the services for non-commercial purposes. Client work, advertisements, and monetized content all require a paid plan — the commercial license starts with Starter at $6 a month, or $1 for the first month as shown until Nov 8 when checked 1 Nov 2026.

Which is the cheapest ElevenLabs plan for commercial use?

Starter at $6 a month. It is the first plan whose card lists the commercial license, and on 1 Nov 2026 its first month was $1 — an 83% discount shown until Nov 8 with a countdown of about 7 days. Annual billing brings Starter to $5 a month (two months free) for anyone who needs commercial rights all year.

Does the commercial license cover music too?

Yes, from Starter up: the Starter plan card lists “Music commercial use” as a headline feature alongside the general commercial license. Free-plan music generation carries the same non-commercial restriction as everything else on the free tier, so monetized videos with generated music need at least Starter.

Do I have to credit ElevenLabs when I use audio commercially?

No attribution requirement is published on the pricing page or in the commercial-use terms. The paid license includes no credit-line obligation, so client work and monetized content can ship without naming the tool. Commercial users must still follow the Prohibited Use Policy and hold the rights to any voices they clone.

Can I use my own cloned voice in commercial projects?

Yes, on paid plans — instant voice cloning is a Starter feature and professional voice cloning starts on Creator, and the commercial license covers output made with them. The terms make you responsible for having the rights and consents for any voice you clone (section (c)(iv)), so only clone voices you own or are licensed to use.

What happens to my commercial rights if I cancel?

They end with the subscription. Per the pricing page FAQ, a cancelled subscription stays active until the end of the billing cycle, then the account drops to the free plan and unused paid credits expire. Audio already published under the license stays published; new commercial generation needs an active paid plan.
