The ElevenLabs API free limit is 10,000 characters per month (about 10 minutes of v3/v4 speech), plus 15 voice-agent minutes and 4 concurrent calls. API keys are free on every plan. The voice library is not available via the API on free, and commercial use needs a paid plan. Checked 4 Nov 2026.
Best for: Developers prototyping a voice feature — 10,000 free characters a month plus API keys on every plan means you can build and test a real integration without paying.
Not for: Production workloads, commercial deployments, or anyone who needs the voice library via API — free excludes commercial use and library browsing, and 10,000 characters is about 10 minutes.
Starting price: $0 — free tier (10,000 credits/month); paid API usage starts at $6/month for Starter ($1 first month, shown until Nov 8 when checked). Checked 4 Nov 2026.
What does the free tier include via API?
The free tier is a real API plan, not a demo sandbox. You get an API key at no cost, 10,000 characters a month of text-to-speech (about 10 minutes on v3/v4 at $0.08 per 1K characters), and the same endpoints paid users get — text to speech, speech to text, voice agents, and the conversational APIs. The official API pricing page lists the free column right alongside the paid tiers, with the same per-unit rates: the free plan is not a crippled API, it is a small one.
Two details matter for planning. First, cheaper models stretch the allowance: Flash and Turbo models bill $0.04 per 1K characters, so the free tier’s quota buys about 20,000 characters (roughly 20 minutes) on those models instead of 10,000. Second, credits reset monthly — the free 10,000 is a monthly allowance, not a one-time grant, so a prototype you test a little each month can live on free indefinitely.
The exact free-tier API limits
Every number below comes from ElevenLabs’ official pricing and docs pages, checked 4 Nov 2026:
| Resource | Free-tier limit | Notes |
|---|---|---|
| Text-to-speech (v3/v4) | 10,000 chars/month (~10 min) | $0.08 per 1K chars |
| Text-to-speech (Flash/Turbo) | ~20,000 chars/month (~20 min) | $0.04 per 1K chars |
| Voice-agent minutes (Speech Engine) | 15 min/month | $0.08/min beyond |
| Concurrent calls | 4 | 6 on Starter, 10 on Creator |
| Concurrency: Multilingual v2 / Flash | 2 / 4 | Simultaneous requests |
| Concurrency: STT / Realtime STT | 8 / 6 | Transcription requests |
| Text to Dialogue sessions | 14 | WebSocket sessions |
| Voice library via API | Not available | Docs state this explicitly |
What the free tier does NOT include
The honest edges. The voice library — browsing and using community voices — is not available via the API to free tier users; the docs state this outright. Music generation concurrency is zero on free. The commercial license is included from Starter up, so the free minutes are for testing and prototyping, not for shipping to customers. And the quotas are hard: 10,000 characters means the eleventh minute of v3 speech in a month simply does not generate until the reset or an upgrade.
What is not published: ElevenLabs does not publish a requests-per-second figure for the free tier beyond the concurrency numbers above, and it does not publish a separate free-tier SLA. Treat free as best-effort — fine for prototypes, wrong for anything with an uptime promise.
Get an API key in 4 steps
Four steps, each free. Only the test request in step 4 touches your quota.
- Step 1 — Create your ElevenLabs account. Sign up with email or a social login; the free plan with 10,000 monthly credits is the default. Cost: $0.
- Step 2 — Open the API keys page. In your account dashboard, go to the developers/API keys section. Cost: $0.
- Step 3 — Create a key and copy it once. Name it after the project (“prototype-nov-2026”), create it, and copy the value immediately — you will not see it again. Store it as an environment variable, never in code. Cost: $0.
- Step 4 — Send a 100-character test request. Generate a short sentence with the default voice and confirm audio comes back. Cost: ~100 credits — 1% of the free monthly allowance. Our API Python quickstart walks through the exact calls.
What 10,000 characters actually buys
Concrete budgets, at 1 credit per character on standard models:
- ~66 API test calls of 150 characters each — a full month of endpoint testing.
- Two 5,000-character v3 generations — each one is half the month, so test at small sizes first.
- ~20 minutes on Flash/Turbo — the $0.04/1K models double the free allowance.
- One narrated article of about 1,500 words (~10,000 characters) — the whole month in a single piece.
- 15 voice-agent minutes — separate quota, roughly five 3-minute test calls.
The pattern: free is generous for testing and thin for content. A developer iterating on an integration will not feel the limit; a creator generating a weekly 10-minute video will hit it in week one.
When you need a paid plan
Five triggers, any one of which means upgrading:
- Commercial use. The commercial license is included from Starter up — ship to customers on $6/month, not on free.
- More than 10,000 characters a month. Starter buys 75,000 TTS characters (~75 min on v3), Creator 275,000, Pro 1,238,000.
- More than 4 concurrent calls. Starter allows 6, Creator 10, Pro 20 — spikes force the upgrade, not totals.
- Voice library via API. Browsing community voices through the API needs a paid tier.
- More than 15 agent minutes. Starter adds 75 minutes ($1 first month, shown until Nov 8 when checked), then $0.08/min.
The upgrade ladder, checked 4 Nov 2026: Starter $6/month (30,000 credits, 75 agent minutes), Creator $22/month (121,000 credits, 275 agent minutes), Pro $99/month (600,000 credits, 1,238 agent minutes). For the non-API side of these quotas, see our free tier limits breakdown.
5 rules for staying inside the free limit
- Test at 150 characters. Short requests exercise every endpoint for ~1.5% of the monthly quota.
- Use Flash for drafts, v3 for finals. Drafts at $0.04/1K cost half the quota of finals at $0.08/1K.
- Cache every response. Regenerating the same text re-bills it — store audio files and reuse them.
- Count before you send. A 5,000-character request is half the month; check the length client-side first.
- Separate agent minutes mentally. The 15 agent minutes are their own quota — TTS testing does not touch them.
Common problems and fixes
“Quota exceeded” in the first week
You generated at full length during testing. Switch to 150-character test requests and Flash models for drafts — most developers cut quota burn by 80% with those two changes alone. The quota resets monthly; it does not top up mid-month.
Voice library calls return nothing
That is the documented free-tier exclusion, not a bug: the voice library is not available via the API to free tier users. Use your own voices or the default set for prototyping, and upgrade when library access matters.
Concurrent requests get rejected
You hit the concurrency ceiling: 2 simultaneous Multilingual v2 requests, 4 on Flash, 8 on STT. Queue requests client-side instead of firing them in parallel — or upgrade if parallelism is the product.
The key stops working suddenly
Check two things: whether the monthly quota reset date passed (usage dashboards show this), and whether the key was regenerated — old keys die the moment a new one is created. Rotate keys deliberately and update the environment variable in the same change.
Pros
- A real API on free — same endpoints, same per-unit rates, API keys at no cost.
- 10,000 characters plus 15 agent minutes is enough for a complete prototype and test suite.
- Monthly reset means a slow-burn prototype can live on free indefinitely.
- Flash models double the free allowance to ~20,000 characters for draft work.
Cons
- 10,000 characters is about 10 minutes — one article or two v3 generations consumes the month.
- No voice library via API on free — a documented, hard exclusion.
- No commercial license on free — prototypes only, no shipping to customers.
- Low concurrency ceilings (2/4/8/6) punish parallel workloads.
- No published free-tier SLA or requests-per-second figure — best-effort by definition.
Who should NOT build on the free tier
Do not build a production integration on free: 10,000 characters, 4 concurrent calls, no commercial license, and no published SLA is a prototype envelope, not a production one. Do not build a voice-library product on free either — the API exclusion is documented and absolute. And do not build anything with an uptime promise; best-effort quotas and best-effort reliability go together. Start on free, prove the integration, then move to Starter ($6/month) the week you ship.
Frequently asked questions
What is the ElevenLabs API free limit?
The free tier allows 10,000 characters per month of text-to-speech (about 10 minutes on v3/v4, ~20 minutes on Flash), plus 15 voice-agent minutes and 4 concurrent calls. API keys are free on every plan. The allowance resets monthly, and the voice library is not available via the API on free.
Is the ElevenLabs API key free?
Yes — API keys are free on every plan including the free tier. The key itself costs nothing; usage against it bills from your plan’s quota (10,000 characters/month on free). Create the key in your account’s developers section, copy it once, and store it as an environment variable.
Can I use the API for commercial projects on the free plan?
No — the commercial license is included from Starter up, so free-tier usage is for testing and prototyping. Shipping an API integration to customers needs at least Starter ($6/month; $1 for the first month, shown until Nov 8 when checked), which adds the license, 75,000 characters, and 75 agent minutes.
Why can’t I access the voice library with a free API key?
The docs state it explicitly: the voice library is not available via the API to free tier users. This is a documented exclusion, not a bug or a key problem. Use your own created voices or the default voice set while prototyping, and upgrade to a paid plan when library access matters.
How many API requests can I make on the free tier?
There is no published requests-per-month cap — the limit is characters (10,000/month) and concurrency (2 simultaneous Multilingual v2, 4 Flash, 8 STT, 6 Realtime STT requests). In practice, ~66 requests of 150 characters fit the monthly character quota. Queue requests client-side to stay under the concurrency ceilings.
What happens when I hit the free limit?
Requests beyond the quota are rejected until the monthly reset or an upgrade — the eleventh minute of v3 speech simply does not generate. The quota does not top up mid-month. Upgrade to Starter for 75,000 characters ($6/month) or wait for the reset; either way, check the character count client-side before sending large requests.
